In its first session of three, the All Party Parliamentary Small Business Group Entrepreneurship Inquiry brought together the likes of Labour&#8217;s Lord Harrison and Conservative MPs Martin Vickers and Fiona Bruce.</p>

<p>The Inquiry&#8217;s first meeting tackled why women and mature people are less likely to apply for bank finance and small businesses&#8217; struggles with accessing finance.</p>

<p>John Walker, national chairman of the Federation of Small Businesses, says, &#8216;We have heard for so long that small businesses cannot access finance from the banks, but for some entrepreneurs even approaching the bank is not an option.</p>

<p>Would a fighter pilot’s career take off?</p>
<p>Most people’s gut response would be, ‘Of course.’ In the public consciousness, Armed Forces personnel are the very definition of discipline and drive, no-nonsense people who can get the job done – all the qualities we would look for in an outstanding employee. Furthermore, business-speak is steeped in military terms like strategy, targets and campaigns, and companies host thrilling away-days in which employees get to shoot each other with paint guns, or glean leadership secrets from former commandos.</p>
<p>Anyone would think that a military background was a free pass to one’s career of choice.</p>

			<content:encoded><![CDATA[<p><strong>Members of the armed forces have already faced extraordinary ordeals in the course of their service, often emerging from years in the army, navy or air force with difficult experiences and memories on their conscience.</strong></p>
<p>With the effects of institutionalisation and post-traumatic stress disorder, it is perhaps not surprising that ex-forces personnel are found in such large numbers among the homeless population, in temporary accommodation and in prison.</p>
<p>A company is trying to improve those statistics by providing support to ex-servicemen and women, or the families of those killed in action, in order to set up their own businesses.</p>
<p>The not-for-profit company, Heropreneurs, currently awaiting charitable status, sets fledgling entrepreneurs on their way by matching them with a suitable business mentor, offering legal and accountancy advice, and investing hard cash.</p>
<p>The firm has a team of successful businessmen and women on its board, including Charlie Denton &#8211; the creator of the luxury beauty products company, Molton Brown &#8211; to dispense advice and manage its investments. Because rather than giving out grants or loans, Heropreneurs operates like a &#8216;business angel&#8217;, taking equity in the business in exchange for up to £20,000 investment.</p>
<p>Heropreneurs director Richard Morris believes taking an investment approach rather than straight financing helps spur his charges on.</p>
<p>“We find that if you give people money but take equity in return, they want to work harder to pay that back. We take on all the regulation for them, we provide legal and accountancy advice, and leave them to get on with building their business,” he says.</p>
<p>The company will especially focus on recent service leavers but also the partners of those killed on duty.</p>
<p>“Families leaving the service are often left without accommodation if they&#8217;ve been living at barracks, and don&#8217;t always get the full resettlement package,” he says. “And for those who have lost partners, though they receive a lump sum compensation from the army, this pushes them outside the limits of meanstested benefits, making it harder to find their feet.”</p>
<p>Another area of focus will be those left with disabilities after injuries, of which there are an increasing number returning from Afganistan and Iraq. “They are rarely given on opportunity to consider the full range of things they could go in to, so there&#8217;s definitely benefit in offering business advice, and seeing if there are good ideas worth following,” he added.</p>
<p>“In fact, that&#8217;s true with many soldiers. There are a lot of clever people in the ranks, and it&#8217;s not the case they necessarily want to go and learn a trade and become a bricklayer or driver or security guard &#8211; Tony Banks, the ‘curry house king of Scotand’ and now the country&#8217;s richest man, was once a private during the Falklands War.”</p>
<p>The first former soldier to sign up with Heropreneurs is Nick Cowan, a 43-year-old former Royal Green Jackets colour sergeant who was medically discharged after 23 years.</p>
<p>Even while still serving, Cowan had successfully campaigned to change the law so that armed forces personnel are given equal priority as others on social housing lists, and is now taking his can-do attitude into business.</p>
<p>He said: “I worked with the NHS after the army, and I know that I&#8217;m worth more than that &#8211; but it&#8217;s only with the belief in myself and the understanding that Heropreneurs has instilled in me that I can see that,” he says.</p>

<p>Each year, approximately 24,000 men and women leave the Armed Forces to begin their new life as civilians. Over the next 18 months to two years this figure of 24,000 is set to rise to 75,000, largely a result of the cuts to the Armed Forces following the Strategic Defence and Security Review. Unlike in previous years, men and women leaving the Armed Forces today will be joining nearly 2.5 million other unemployed people in the search for a civilian job. It is estimated that at least 50,000 of the current 2.5 million unemployed people in the UK have served in the military. For many, the transition from life in the military to life as a civilian is difficult with some ending up either homeless or in prison.</p>
<p>The FSB and Heropreneurs have looked at the support mechanisms available to Service leavers when they look for a career or business opportunity once they have left the Armed Forces.</p>
<p>While the resettlement package offered by the Ministry of Defence (MoD) and the wider Armed Forces has improved in recent years, there are still too many ex-Servicemen and women becoming unemployed, homeless or ending up in prison. The resettlement process is also overly focused on getting Service leavers into any job rather than a rewarding career. The biggest failing, though, must be the lack of any real support for those Service leavers who wish to start their own business. The benefits that the self- employed and the owners of small businesses bring to the economy of the UK cannot be stressed enough, and much more needs to be done in this area.</p>
<p>While there is no shortage of support available for our ex- Servicemen and women, it is badly sign posted and poorly co- ordinated; the creation of an overarching body to pull all this together would therefore be a positive step forward. It cannot be for the MoD alone to solve the problems discussed in this report. In the current climate, where budgets are being cut and increasing numbers of people are leaving the Armed Forces, it is more important than ever that all those who have the best interests of the UK economy and our Servicemen and women at heart work together to deliver a resettlement package suitable for the needs of the 21st century.</p>
